Collaborative effort aims to strengthen philanthropy, support local priorities, and build permanent charitable resources across northeast North Dakota.
Community leaders from across northeast North Dakota are working together to establish the Red River Rural Communities Foundation, a new charitable organization designed to help donors, communities, and local organizations create lasting impact through permanent endowments and community-based philanthropy.
The Foundation’s long-term vision is to become a sustainable philanthropic resource serving rural communities throughout northeast North Dakota while ensuring local charitable dollars continue to support local priorities.
The Foundation is being developed through a partnership that includes Grafton Parks & Recreation, the Red River Regional Council, and the Grafton Blue Line Club, with additional organizations, civic groups, and communities expected to participate as the initiative grows.
Serving rural communities throughout Walsh, Pembina, Nelson, and Grand Forks counties, the Foundation will provide a vehicle for individuals, families, businesses, and organizations to invest in the places and causes they care about most while ensuring charitable resources remain connected to local priorities.
Unlike traditional fundraising efforts focused on a single organization, the Foundation will support a variety of charitable interests through donor-advised funds, designated funds, community funds, agency endowments, scholarships, and other charitable giving options. The goal is to help donors support the causes they care about while building permanent charitable assets that strengthen local communities over time.

Every community is unique, every donor has different charitable interests, and every organization has important work to do. By working together, we can provide professional expertise, stewardship, and development capacity needed to grow endowments, support major community projects, and connect charitable resources with local opportunities in ways that create lasting impact.”

Just as importantly, we can build the professional fundraising and development capacity needed to turn community visions into reality.”

“For organizations like the Blue Line Club, this Foundation represents an opportunity to build long-term financial stability while remaining focused on our mission,” said Dave Hills. “By sharing expertise and resources, we can create permanent support for youth programs and community organizations while ensuring donor gifts continue to make an impact close to home.”
The proposed Foundation will allow communities and organizations to maintain funds dedicated to their own missions and priorities while benefiting from shared administration, professional fund development, investment oversight, donor services, and long-term stewardship. The Foundation also seeks to provide professional development capacity to assist communities with capital campaigns, grant development, donor engagement, and major community initiatives such as recreation facilities, community centers, youth programs, and other projects that enhance quality of life across the region.
The partners are currently exploring governance, organizational structure, and long-term sustainability as part of the Foundation’s development process. The vision is to create a model that strengthens philanthropy throughout northeast North Dakota by helping communities build permanent charitable resources, encouraging local giving, and fostering collaboration across the region.
